The document analyses the state of the art, obstacles, neglected areas and future trends concerning the problem of scientific and technological information (STI) for development. Some of the points discussed include : (i) the central position of STI in the various kinds of information required for achieving a balanced overall national development; (ii) the importance of disseminating STI not only within the science and technology system itself, but also in the complex and diversified network of managers and specialists at every level of the decision-making process relating to national development including those working in small-scale industries and rural communities; (iii) the need for developing countries to pay particular attention to the collection and circulation of data on natural resources and operative technologies that are used by the populations in their traditional way of life. In connexion with the right of unrestricted access to published (or publishable) information available in the world-wide fund of knowledge and experience, the document examines the effectiveness of "universal" information systems and international cooperative arrangements facilitated by recent advances in the field of tele-informatics
