The United Nations Educational, Scientific and Cultural Organization (UNESCO) was founded in November 1945, with the signing of its Constitution, although it did not enter into force until being ratified by twenty member states in November 1946. UNESCO's origins trace back to the League of Nations and its Intellectual Co-operation Organisation (ICO), comprised of the International Committee on Intellectual Co-operation and the International Institute of Intellectual Co-operation. UNESCO inherited the ICO's archives, property, and mission, and proceded to expand upon them. UNESCO is headquarted in Paris, France, and has 193 member states.
