POLÍTICA NACIONAL DE INFORMAÇÃO EM SAÚDE NO BRASIL

It tries to show in what extent the distinct steps of the scientific development, in the information field, has affected the degree of understanding, assimilation and management of information as a strategic resource for a political and social enterprise. The study identifies two large theoretical blocks in the Information Science: the first one favors the technical and technological aspects of managing information, and the second renders evident the political context. Without despising the technical aspects, one embraces as a reference, the trend of considering such a resource as too much political as to analyse the trajectory of the managing information policy, since the Ministry of Health was built in 1953. On may follow the evolution of this policy in identifying the political, instititutional and social variables involved within this process, trying do emphasize the way as information was perceived or judged; the models of management used; the main projects and actions and the degree of engagement of the different actors involved with. The conclusions accentuate the main characteristics of the health information policy and of its evolution, considering the development of the scientific knowledge reached at that area. It was noted that the incorporatiion of this knowledge was strongly conditioned by the different political and institutional contexts, in which the national health information policy of was developed and that has been maintained strictly federal, with recent and definite participation of states and townships, concerning its statements. As to the operational program, the adoption of technical and technological referentials has prevailed, although, lately, a more politiced focus in the discursive plane has been incorporated.
