A POLÍTICA NACIONAL DE INFORMAÇÃO E INFORMÁTICA NO FOMENTO DA PADRONIZAÇÃO DA INFORMAÇÃO EM SAÚDE

The research was based on Brazilian Information and Informatics Health Policy (PNIIS), which praises adoption of patterns in order to increase system integration and for a National Health Information System formulation. The PNIIS vision was articulated on a theoretical frame over informational products and services, conceived as one of the stages for increasing Information Management applied to Health System. The empirical research tried to reach the eleven existing high complex hospitals in Salvador,Bahia,Brazil. The survey took place between June and August 2004. The research corpus had been extracted from National Health Establishments Database (CNES), but, indeed, only eight hospitals become part of the research. The perso ns responding the survey had been managing, leading, assisting and controlling strategic areas - Administrative, Archive, Informatics and Assistance in these hospitals. A total of 29 citizens were interviewed. The qualitative approach was based on content analysis proposed by BARDIN. The category of analysis was defined as System Integration, contemplating five specific issues: Standard of the Information, Benefits of the Standards Resources, Computer-based Patient Record, Health Information Systems and Interoperability. The results disclose that the standards resources of health information systems foments the exchange of data and information; which allows the integration of internal sectors with institutions that deal with health; it excites the data and information consistency, trustworthiness, the quality, security and generated transparency. According to the respondents the biggest challenge is to standardize diverse cultures and to convince several government spheres as well as medical professionals abo ut the importance of this particular matter. Legal questions and, most of all, the lack of professional qualification of the ones interacting with Information Technologies (TI) tools were also issues pointed as problems. The adoption of these health information system standards in the current context of an economy strictly supported by network information, considers the efficiency of the systems and services of health based on health informational products. Assuming that these information products are conceived as instruments for assistance production convergence for generating knowledge that allows: consistent interactions between the several citizens involved in the processes of health management and coherent actions towards the diverse realities founded in the country
