In 1978, researchers from IBICT began to establish criteria in order to develop a model for evaluating Brazilian scientific and technical journals. The proposed model includes seven criteria: standardization, duration, frequency of appearance, indexing, dissemination, collaboration and contents division, and authority. For each there is a set of variables; each variable must meet specified conditions on a scale of 1-5. Selection of criteria is guided by their applicability, the characteristics of journals from developing countries, and their validity to the archival and dissemination functions.
