Because evaluation of scientific and technical journals in developing countries involves difficulties and because many developing countries are poorly represented in citation indexes, the problem has been viewed by several organizations. In 1978, researchers from IBICT began to establish criteria in order to develop a model for evaluating Brazilian scientific and technical journals. The proposed model includes seven criteria: standardization, duration, frequency of appearance, indexing, dissemination, collaboration and contents division, and authority. For each there is a set of variables; each variable must meet specified conditions on a scale of 1-5. Selection of criteria is guided by their applicability, the characteristics of journals from developing countries, and their validity to the archival and dissemination functions.
