520 3 _aIn the last eight years much has been said and discussed about the situation oo the academic libraries in Brazil, but an in-depth study of their situation was lacking. The main purpose of this thesis is to characterize the academic library within the socio-economic and structural elements of Brazil, to identify its main problems, and to propose some lines of action. The ultimate aim of this thesis is to assess the potential for cooperation since it is generally assumed that the library, to attain its goals, must co-operate. This thesis is divided into three parts. The first part contains chapters witch provide background information on the characteristics of Brazil as a country with particular emphasis on its developing charater. Brazilian higher education system and national educational and science and technology planning are emphasized since in the Brazilian context these elements are interrelated. Both higher education and science and technology planning are seen as elements of the Brazilian developmental effort
